This Economic Development Plan for the Spokane Tribe of Indians is designed to address key challenges and leverage available resources to foster sustainable growth and success of the Tribe's members. Public Law 102-477, and subsequent amendments, was created to facilitate workforce and economic development for tribal communities, while streamlining various federal programs into a single budget. This has allowed greater flexibility in management of funds and administrative reporting burdens. Title XI of Public Law 106-568 authorizes tribes participating in Public Law 102-477 to devote up to 25% (depending on their local unemployment rate) of their 477 resources to economic development efforts. This supersedes any statutory or regulatory requirements of individual federal programs in the Tribe’s 477 Plan. Title XI also allows tribes to request a statutory waiver of program provisions that could inhibit the successful implementation of their approved 477 plan. This creates even more flexibility in a participating tribe’s ability to effectively deliver 477 services.
